When a disaster is such that immediate relief/assistance is needed, it is poss ible for disaster relief measures to be taken without a request from the prefe ctural governor.
Especially in times of emergency, when large-scale fire-fighting squads are ne eded,$B!!(Bthe Minister is empowered to request municipal mayors for the mobilization of emergency assistance squads.
The prefectural governors concerned must be notified immediately when such mea sures have been taken.
